Harden WebChat input history handling so draft, navigation, and render-state behavior stay consistent across the chat UI.

Validated locally on the rebased PR head 742a5f22f1:
- CI=true OPENCLAW_LOCAL_CHECK=0 pnpm check:changed
- CI=true OPENCLAW_LOCAL_CHECK=0 pnpm test:changed

Closes #38702.
